my finance just recieved a letter from US embassy in bangkok stating "This office is pleased to inform you that it can begin to process your fiance (e) visa case. Please read and follow all of the enclosed
instructions very carefully." .....but thats it, Nothing else. is this normal or they forget the "enclosed instructions"?

what should i do

congrats to you and your fiancee
My fiancee got her letter in August. They don't send forms anymore, you have to go to their website and download all the forms for a "package 3" http://bangkok.usembassy.gov/immigrant_visas/packets.html
just more background info and you'll need birth certs for her, her children, any name change certs for her, her children and parents, police clearances. If she only lived in Thailand, it's easy enough (about two weeks). My fiancee also lived in the south pacific, but luckily I knew someone there who could get it for me. hmmm what else...photocopy of her current passport and any other passport that contain a US Visa... get lots of color photographs (like the type you submitted with the I-129). At least 8. She'll have to go to the Thai post and pay for the visa fee...about 4,000 baht. She needs to go the Amphur's office where her house registration is to get a letter saying she is single. She'll have to bring witnesses with her who can verify that she is single. For proof of engagement, I just provided them pictures of our engagement party in Bangkok and a receipt for an engagement ring.
You'll need to complete an I-134 - Affidavit of Support, unless she is wealthy (must be notorized).
Be ready. I was in Thailand on Oct 9 and sent in the Package 3. On Monday Oct 12, the embassy emailed my fiancee and myself and said she had an interview on Oct 20th. Which meant that I had to put together updated relationship stuff and get her a medical exam (see the docs for Package 4 on the same website referenced above). Exam was a painless process. Bumbangrad(?) hospital is top notch.
I'm excited for you. They only asked my fiancee three question and she went back two days later to get her visa. Feel free to email me with questions and I'll try to help. It's better to OVER document things

Also for medical exam; if your fiancee is under 25yr old, the new regulation requires (females) to have the HPV vaccination which will incur a few more bahts.

do we also need to send back DS-156, DS-156K and DS-157

also on form DS-230 Part I. question #14 where it ask for spouse info...do i put my info?

- yes - though they specifically ask for two photos with the package 3, I also attached a photo on the DS-156 (total of 3 photos) DS-156 Question 26 - I answered "Intent to Immigrate", Question 22 - I answered "unknown"

No, I left it blank. You are not her spouse (thus the fiancee visa). This is the same form for a tourist visa so if her mother wanted to come and visit, she would need to put info about her husband here....
for the vaccinations, my fiancee (31yo) only had records for two vaccinations (Hep A and Hep B ). Everything else? Nothing. She got them at her school in the provence. No records. Let the people at the hospital take care of that. She needed two vaccinations and lots of "not applicable based on age" Exam and two vaccinations were about 4100 baht. They did list follow up vaccinations. I plan to take care of that in Thailand where it's cheaper (I can't add her to my insurance plan until we are married and I can't get a change status until she gets these vaccinations, if required. for example. one vaccination needs to be done in two months and the other in six months. when we get married, about four months would have passed since the exam so she needs to get the two month one, but CANNOT get the six month one. ANAL yes, but it good to cross your "t"s and dot your "i"s.
