Sent an Int wire transfer from Siam Com. to my bank in US. They asked me if I wanted to pay all fees on this end. I said sure. My bank in US charged me anyway. This is that bank's reply:

Thank you for your inquiry regarding the incoming wire transfer fee of $7.00. FirstBank charges a processing fee of $7.00 every time an incoming wire is received on your account. This is a fee that is assessed by FirstBank, there is no way for you to pay it when you initiate a wire through another financial institution. As a one time courtesy I have refunded the $7.00 fee back to your account.

Anyway, not a big deal, but annoying. Siam Commercial must be aware that US banks anyway are going to be charging a fee no matter what. So don't pay them extra to cover all fees on this end.

part of the fees is converting the money also - you need to decide if it is better to happen at this end or not

Bank fees or such BS, anyway.  They can take care of that with their exchange rate.
