As long as the woman follows each inhale by a swig of whiskey or a snort of cocaine to counteract the smoke the child will be fine.

I think if an expectant mother smokes during pregnancy the mother should have the baby taken off her at birth as there really isnt much hope of a decent upbringing is there ,ugh !
