An Indian friend will be visiting Malaysia and would like to take a road trip to Thailand and maybe Cambodia.
According to our info http://www.thaivisa.com/274.0.html he can cross the border at Sadao and get a 15 day Visa on Arrival.
However the MFA site http://www.mfa.go.th...t/ChartVisa.pdf says he can get a 90 day entry stamp
under a bi-lateral agreement.
Does anyone have experience of the 90 day agreement?

90 days when entering with a diplomatic passport. Normal passpor is 15 days with VOA.

It is 90 days for holders of diplomatic passports only. Normal passport holders have to get a visa in advance or a VOA.

To be fair, the link you supplied clearly states that the 90 days for India under bilateral agreement is only for holders of diplomatic passports, and that holders of normal passports are limited to 15 days on VOA. So it seems to me that in this case the MFA is telling the whole story.
I was actually pleasently surprised at how well the document summarises the possibilities for different countries.
