Been to Vientiane Laos in APril to apply for non imm b bec inside Thailand did not work- they were asking for documents etc that I didn't know I had to have - and didn't understand it too. So they told me well, my Thai colleague (when applying in Thailand) that I should have blah blah and by the time I got them I was over the 'at least 21 days' on your stamp left to stay in Thailand and had to go out of the country. So I went to the friendliest, easiest - I know those who have been there will complain about queues and heat etc but at the end of the day, what does it all matter? - You have to get the one thing you went there for. It worked for me in Vientiane.

All cost in baht unless otherwise stated.

Taxi to Subharnabhumi airport -  300
Air Asia to Udon Thani – 1500  + a couple of hundreds

Udon Thani van to Nong Khai – 200 (take it from the airport)

Nong Khai to Laos bus over friendship bridge  – 15 or 20bht? I forgot

Laos border to Thai embassy – (now this part is tricky because the taxi driver offered to take me to   Thai embassy, wait for me while I apply for my visa, get me to a hotel,   come back for me the next day at the hotel, bring me to the Thai embassy   to pick up my passport and then to the border again - all to the tune   of 500bht - of course they asked for more but I bargained) but say I agreed to 300 bht fr border to thai embassy to hotel

    Visa non imm b - 2000

Hotel – 750 with ABF - you can go for cheaper guesthouses and the like or more posh like fancy hotel

Taxi to embassy and then to border – 200 (this was the agreed amount the the day before with the taxi driver - 300 yesterday and then 200 to pick me up and pick up passport at the embassy and get me to the border)

cost while waiting in line - 20bht for umbrella, and others if you take beer or water or rent a chair to sit on, or 100bht if you just ask one of the local guys to pick up your passport for you.

Laos to Nongkai on bus - 15 bht (Now here they have vans running for 200 from the Laos border checkpoint itself up to say airport or bus station - again haggling talents are good here)

Nong Khai to Udon Thani van – 200

Udon Thani to Bkk Air Asia – Airfare – 1500+ couple of  hundreds

    Airport to home – 400

note that food, water in transit, shampoo, slippers, etc is not quoted. It would depend but give it 100-250 per meal if you stick to guest house or hotel food but if you're willing to go local you can get cheaper options.

at the embassy while applying, get a number, then wait. and wait and wait. when your number is up, pray as you hand over your papers that they don't ask for anything else that you don't have. it's pretty easy. then when picking up your passport you do the same - get a number (if you decide not to let the local guys queue for you, be prepared for the heat standing in line directly under the sun) and wait and wait and wait and then get your passport when they call your number.

hope this helps. vientiane is a good option. and dont forget to drink beer laos while there. :)
