I have been advised of this by UPS in the UK, and found this after a quick search

Hopefully I can now stop buying these CO docs, but is it a requirement of the Thai customs when the products are leaving Thailand?

Tariff Stop Press Notice 41/11
You are advised that from midnight 23 October 2011 the requirement for importers of
textile products to produce a non-preferential Certificate of Origin is being
withdrawn.
1. Withdrawal of Certificate of Origin -
Documentary Proof of origin (DPO)
The EU Commission have repealed Regulation (EC) No 1541/98 which required
certain textile products originating in third countries to have additional proof of origin.
2. Action to take
There will no longer be any general obligation to present a non-preferential proof of
origin in the form of a Certificate of Origin for imports of textile products.
However, the country of origin of the products will continue to be a mandatory in box
34 of the customs declaration SAD (Single Administrative Document) for release to
free circulation.
Customs authorities may also request any additional proof of origin to their
satisfaction in accordance with Articles 14 and 26 of Regulation (EC) 2913/92.
Generalised System of Preference (GSP) Form A is still required to claim preference.

No, Thailand does not need this for export. A Certificate of Origin is always only needed by the importing country as there mihgt be tax privileges for the importer.
