Opening Business Under A Foundation

Can a foundation open a business to help support support the foundation expenses?
For example, could a foundation that does an after school program for at-risk children also open a small restaurant? All income going to the foundation.

According to Civil and Commercial code, Section 110 a non-profit foundation may open a business so long as it benefits the Foundation.
