I live in Kanchanaburi and would advise you to be very careful before signing up with TOT.
Try and check with your neighbours first to see how the quality of their connection is. In town it is not too bad but outside performance can be extremely erratic. Along the main highways where the cables have a better chance of being maintained speeds and reliability can be very good too. I gave up in the end as the connection in our village was appalling and now access through AIS and edge. AIS are promising 3g in Kanchanaburi sometime later this year.
