Ex-Senate VP says former PM interfered with work of Senate
Former Vice President of the Senate Nipon Wisityuthasart (นิพนธ์ วิสิษฐยุทธศาสตร์) says he is the first witness to declare that deposed Prime Minister Thaksin Shinawatra intervened in the Senate’s decision to appoint people to work for independent entities. Today (Mar 15), the Constitution Tribunal is considering the political party dissolution case. The tribunal has summoned three witnesses who were involved with the Democrat Party’s accusation that Pol. Lt. Col. Thaksin interfered with the Senate’s work. One of the witnesses is Mr. Nipon. He says he will testify before the tribunal that Pol. Lt. Col. Thaksin influenced the Senate to appoint inappropriate figures to work for independent entities. Radio announcer and columnist Sophon Ongkarn, another witness, says he was badly treated by former Prime Minister Thaksin because he criticized his government on radio. Mr. Sophon says he had never been intervened by the authority before Pol. Lt. Col. Thaksin took charge of the government. The third witness today, Mr. Jermsak Pinthong, and he is currently on his way to the Constitution Tribunal. Well this is certainly wonderful news for Thaksin. So what would result from this if he is found guilty? Yesterday was the hearing of the defendants' witnesses in the electoral fraud case against the Democrat and Progressive Democratic parties. Among the witnesses were former deputy Senate speaker Nipon Wisityuthasart and Nation Multimedia Group senior editor Sopon Onkgara. They testified on how the Thaksin government interfered in independent agencies and the media, as alleged by the Democrats. Former senator Chirmsak Pinthong was also scheduled to testify yesterday but could not attend. He has already submitted written testimony. Democrat Party insists of not making false evidence to eliminate TRT
The Democrat Party says it did not make false evidence in order to abolish the Thai Rak Thai Party in regards to the party dissolution case. Democrat Party Spokesman Ong-art Klampaiboon says the Thai Rak Thai Party has the right to bring in relevant information on the party dissolution case for the court to consider. However, the information must be based on facts, not only accusing the Democrat Party. The Thai Rak Thai Party received the information from its members. The information was delivered to the Election commission (EC) for investigation. The EC later found out that the Democrat Party could be involved with the hiring of small parties to run for the election. This prompted the Thai Rak Thai Party to file a document to dissolve the Democrat Party. Source: Thai National News Bureau Public Relations Department - 20 March 2007 #334Posted 2007-03-20 16:25:22
Pattana Chat Thai leader alleges Democrat Party in bribing him to commit election fraud
The leader of the Pattana Chat Thai Party (พัฒนาชาติไทย) affirms that the Secretary General of the Democrat Party bribed his party to commit election fraud. A deliberation on political party dissolutions by the Constitutional Court today (March 20) involved testimonies from accused figures concerning the hiring of small political parties to commit election fraud. The court has drawn out 2 witnesses from the original 4, with the Secretary General of the Senate, Mrs. Suwimol Phumsingharaj (สุวิมล ภูมิสิงหราช ), being the first on the stand. Mrs. Suwimol said that the reason for moving a meeeting of political parties to a different room on February 27, 2006 was due to aesthetic reasons and not to bribe small political parties as purported. Meanwhile the leader of the Pattana Chat Thai Party (พัฒนาชาติไทย), Mr. Boonthaweesak Amornsin (บุญทวีศักดิ์ อมรสินธุ์), affirmed that he never received bribes from Thai Rak Thai party member Chawakarn Thowsawat (ชวการ โตสวัสดิ์ ). Mr. Boonthaweesak alleged, however, that the Secretary General of the Democrat Party, Mr. Suthep Theagsuban (สุเทพ เทือกสุบรรณ), traveled to meet with him at his residence and coerced him into taking 15 million baht in bribes to commit election fraud and to blame the leaders of the Thai Rak Thai Party for the incident. ASC accuses former minister of corruption Watana 'took kickback in Ua-arthorn project' The Assets Scrutiny Committee (ASC) yesterday accused former social development and human security minister Watana Muangsook of corruption in the Ua-arthorn housing project. Investigators found that a large sum of money had been laundered and arranged as payment for him. ASC secretary Kaewsan Atipho, heading the investigation, said yesterday that Mr Watana had been found to have abused his power by ordering authorities to award a contract to a company without going through the required selection process. In return the company, identified as Pastiya Thai Co, arranged a payment of about 82 million baht for the former minister. The sum was taken from a 470-million-baht advance the company received for beginning work which was 15% of the contract's value. Mr Kaewsan said that in the company's financial accounts secured by his team, which includes 15 officials from the Department of Special Investigation, the sum was specified as a "kickback". A Pastiya employee also testified that this sum was arranged to pay Mr Watana. The Ua-arthorn scheme was introduced in 2003 by the Thaksin Shinawatra government to provide 601,727 housing units for low-income people in cities nationwide. It has been plagued with corruption in many forms, and the discovery of the kickback allegedly paid to Mr Watana was just one of 47 projects found to have irregularities, said Mr Kaewsan. Photos 'show Watana at trading firm'
Photographs have confirmed the link between former minister Watana Muangsook and a trading firm in the controversial Ua Athorn housing project scandal, a source close to an investigative panel said yesterday. The photographs showed Watana going in and out President Agri Trading, the rice-trading company, which has been accused of helping him launder illicit funds into his accounts, the source said. The Assets Examination Committee (AEC) ruled on Monday that Watana, the former minister of social development and human security, and four groups of 10 suspects will face graft indictments relating to Bt82 million in bribes from the project. A member of the probe team secretly watched the company until he was able to take the photographs, the source said. The Nation #339Posted 2007-03-23 01:21:50 ![]() Suspicious bank deals linked to ex-minister The Anti-Money Laundering Office (AMLO) had found suspicious money transactions to a company linked to former minister Watana Muangsook, who has been accused in a Bt82-million bribery scandal linked to the Ua Arthorn housing project, a source in the agency said yesterday. The agency has informed the Assets Examination Committee (AEC) about the report it received from the Bangkok Bank's Rattanatibet branch, which was compulsory for transactions exceeding Bt2 million, according to the source. The suspicious transactions were discovered before news broke this week about Watana's involvement in the scandal. The AEC said on Monday Watana and his accomplices had been implicated for abuse of power and receiving kickbacks in Ua Arthorn Project I. The case against Watana will hit the previous government of Thaksin Shinawatra. Watana, an in-law of CP Group boss Dhanin Chearavanont, was seen to represent the nepotism involved in Thaksin's selection of his Cabinet members. And the Ua Arthorn project was one of the previous government's populist policies. Rice-trading company President Agri Trading was found to have withdrawn Bt18 million from the bank branch via 11 cheques on March 15, 2004, the source said. The firm has been accused of helping Watana launder illicit funds into his accounts. He served as the social development and human security minister in the previous government. Four days later on March 19, the source said another company, Pastiya Thai, transferred Bt63 million into an account of President Agri Trading - which withdrew the whole amount on the same day. The Bt63 million was divided and deposited in five bank accounts: two in the name of President Agri Trading; one in the firm's executive's name, one in his wife's name, and one in the name of the firm's car driver, the source said. *ahhhh... the infamous use of chauffeurs and maids to launder dirty money. ![]() Election Commission to hear from Chaturon The Election Commission has scheduled a meeting late next week to hear testimony from the Thai Rak Thai Party's acting leader Chaturon Chaisang - who is expected to deny he defied the coup leaders' ban on party gatherings. "Chaturon will give his side of the story to help the EC gather factual information before deciding whether to file any charges," EC chairman Apichart Sukhagganond said yesterday. He said the EC was investigating Chaturon's recent trip to meet constituents in the Northeast in spite of a ban on political activities. The EC had not made a conclusion, he said, explaining that if Chaturon was found to have violated the ban, the EC would have to decide if it had a mandate to rule on the matter, or forward it to the Constitution Tribunal. - The Nation #342Posted 2007-03-23 06:47:02

Chaturon Stumped On Quiz Show
During a televised quiz show last night, TRT Party Leader For The Moment Chaturon Chaisang was asked by the host to define "democracy." The audience was amused when he paused for a long time and scratched his head before slowly uttering "mai roo." When he demanded to be asked a less difficult question, the host relented and simply asked him how to spell it in his native Thai language. Again, it was laughs all around when a confused Chaturon paused, shrugged his shoulders, and once again responded with a "mai roo" under his breath. The audience's cackling laughter soon prompted an angry and frustrated Chaturon to storm off the stage, muttering "Why did they expect me to know anything about democracy, anyway, when I'm the frickin' TRT Leader for crying out loud." - Bangkok Herald-Examiner *Disclaimer: Political party leaders are generally prohibited from actually participating in game shows, specifically when their party is facing dissolution.* #344Posted 2007-03-23 07:46:43
GRAFT BUSTING UA-ARTHORN HOUSING PROJECT
Amlo zeroes in on suspect transfers Firms accused of colluding with politicians and state officials in the low-cost Ua-arthorn housing project used Bangkok Bank's Rattanathibet branch for money transactions, a source at the Anti-Money Laundering Office (Amlo) said yesterday. The bank branch told the agency that it found suspicious transactions on March 15, 2005, where one client withdrew 18 million baht. Amlo launched an investigation after the report from the bank, and found that President Agri Trading Co was the party which withdrew the money, in 11 cashier's cheques. Four days later , Pastiya Thai Co transferred 63 million baht to President Agri Trading Co through the bank again, the source added. On the same day, the money was transferred to another five accounts _ two belonging to President Agri Trading, one to a President Agri Trading executive, one to his wife, and one to the firm's driver. The Assets Scrutiny Committee (ASC) on Monday said Pastiya and President Agri Trading were implicated in alleged corruption in the Ua-arthorn housing project, along with former social development and human security minister Watana Muangsook. ASC secretary Kaewsan Atipho, chief investigator in the case, accused Pastiya, which was awarded the contract for the Ua-arthorn housing project, of paying kickbacks to the minister through President Agri Trading. The two firms and Mr Watana have not contested the allegations so far. Continued here: http://www.bangkokpo...2007_news02.php #345Posted 2007-03-23 08:07:24

Chaturon insists did not violate ban
Thai Rak Thai Party acting leader Chaturon Chaisang Friday he would report to the Election Commission (EC) on Friday (March 30) but insists he did not violate the ban on political gatherings. "I am pleased to discuss the matter with the election commissioners," he said. However, the EC as an independent body, should not fall under the influence of the junta, he added. EC chairman Apichart Sukhagganond said the EC was investigating Chaturon's recent trip to meet his constituents in the Northeast in spite of the junta's ban on political gatherings.
