At first I was thinking "very" as in very important.

What do you think?

the font is very small , and its not too clear , but shouldnt the tone mark be a mai ek rather than a mai to.

it can mean a part of ,or an element of, or a piece of something.
can also mean as for or regarding.

I agree. Looks like a typo in the example you cited. Change ส้วน to ส่วน and the sentence makes perfect sense:

"Because teachers have a very important part in determining the country's fate in the future."

Googling ส้วน, it looks like a combination of typos and nicknames. As a nickname ส้วน doesn't have any Thai meaning that I know of, but many Thai nicknames don't mean anything. Sounds like it might come from Chinese.

Sorry about the small font. I cut and paste in to notepad.
Then kick the font size up to about 20 pt. In this case
I had to go to 35 pt. to see it clearly.
BTW, I just checked it with OpenOffice and the spell checker caught it as สวน.
I should have thought of that.
