Try changing your DNS server addresses.
Open your Local Area Connection box and choose Properties.
Click 'Internet Protocol Version 4 (TCP/IP v4)'
Use the following DNS Server addresses:
preferred DNS server: 8 8 8 8
alternate DNS server 8 8 4 4
The above examples are Google's DNS servers, but if you do an internet search for OPEN DNS SERVERS you will find many more.
The problem with many Thai DNS servers that are used by default, is that they are basically crap - slow, unreliable, sometimes constantly rebooted by a so-called 'tech' at the ISP.
The DNS server is what translates web site addresses into IP addresses. i.e. www.google.com into 74.125.235.51
Using a decent DNS server can solve all sorts of connection problems.
Once you've changed your DNS settings, you may need to restart your router, browser and/or PC depending on the age and type of your OS.

You are right. I live 50m from the river on the east side near Rama 5 and the flood water is no worse than last year. The main Phiboon Songkhram Road which is 150m from the river is dry.
90% of central and downtown Bangkok remains 100% dry, and according to the Thais I know who have lived here 40 years, don't expect 90% of Bangkok to get anymore than 20cm maximum of temporary floodwater.
Look at the big Google map TV members have been updating - its all GREEN dry markers in central and downtown.
