Guess I'm a little thick but I just figured it out. Bottom right corner of every post, except your own, is a green + and a 0. If you click the green plus button, the 0 turns to 1 (+0 to +1). Presumably that means you like the post or the OPs topic and there is a number added to that person's reputation.
Easy enough but if people don't know about it or don't care about it, what good is it?
