Dubai 96 Hour Transit Visa On Arrival?

Has anyone recently attempted to get the 96 hour transit visa on arrival at Dubai airport for a Thai?  I'm completely confused and getting lots of conflicting information about it.  It appears it is possible, but looks like you have to (1) fly with Emirates and (2) book a hotel on arrival.  We would be flying with flydubai and the stopover would be from roughly 10 am to 7 pm, so no hotel needed.  I've found a great deal on a flight, but don't want to book it until this is sorted out, as it's nonrefundable.

Atrium Ratchada 13 Hotel

Passing through Bangkok in July and will need a place for a couple of nights.  I lived in Bangkok for years so I am out of the loop as far as hotels go.  Found the Atrium Ratchada on google, I like the location (used to live a few subway stops away), and the price looks ok at around 700 - 800 baht for the daily rate.  Just curious if anyone has stayed there and has anything good or bad to report.

International To Domestic Transfer At Bkk

Anybody have experience transiting international to domestic at BKK?  I'm wondering if the 2 hours and 15 minutes I have will be ok.  The domestic flight is with Air Asia, so I'll have to retrieve bags and recheck them.

Koh Chang (Andaman Sea) In July/August?

My wife and I will be in Thailand parts of July and August.  We'd love to get back to Koh Chang for a week or so, but have never visited in the rainy season.  Do boats run at all, and do any bungalows operate?

To be clear, I am talking about the small Koh Chang on the Andaman sea / west coast off the coast of Ranong, NOT the big Koh Chang near Cambodia.  Thanks.

Expedia Issues

Recently I tried to buy a ticket BKK-LAX via Expedia.  Have used them in the past a handful of times with no issues.  The price was ok (relative to the crazy prices on the BKK-LAX route this year), so I chose my flight, went through the payment process, submitted...and instead of going through I got a screen saying that the price was not available and my credit card had not been charged.  I was presented with a new price about US $100 more expensive, and told to go through the payment process again.  I then closed firefox and decided to check the price again on expedia...sure enough, the old (lower) price was still displayed even though it apparently doesn't exist.  Has this happened to anyone else?  As a US-based company, can expedia legally do this?
