But to be serious, I had good experiences with Bangkok Bank.
Years ago, a three months tourist visa was enough, to open an account.

3rd class insurance with bail bond (but without theft) 1700 Baht for a 125 cc scooter and ~4000 Baht for my 3.0 Isuzu Pickup.
Viriah insurance on Sukhumvit.
Some of their Call-Center staff speak english.

But times have changed and your insurance agent will sort everything out.
