If it is similar to these cards already offer by KTB then it looks to be more like an electronic purse than a traditional Visa Debit Card but could still be useful.

DTAC had no 3 G in Chiang Mai but it has been available with them in CM now for about 2 months and works pretty well. I changed back to them from 1-2-call once 3G was switched on here.

Siam TV and Niyom Panich both sell and presumably service both Sanyo and Sanden. There is a shop on the superhighway just after Tesco that makes there own units and another in the outside moat road a little before Chiang Mai gate
