Don't worry about - you'll be as safe in Pattaya as anywhere in the world and there are loads of great places on WS, and elsewhere, to enjoy yourself.
Just don't make a d1ck of yourself and try not to draw too much attention your way. I go out a lot on my own and have never had the slightest bit of aggro anywhere.

It is easy enough to get scammed even when you LIVE here let alone sending money to people without a lawyer etc.
I would NEVER do anything without a good lawyer here and ONLY through him/her.
And I'm not flaming but will also ad that if this is the case then he wasn't being very smart about this "transaction."
Unless he is here and has signed paper work, documents, lawyers involvment etc. I would say he is SOL.
Even a visit from him to the "scammer" might end up in the innocent being guilty if he is charged with assult etc. Sad situations but one really needs to be carefull here and actually more careful then most countries and should spend a great deal of time here before buying anything even fully legite.
You say it was in a "housing development" and we all know a farang cannot buy a house here in his name unless it is through a company and if he wasn't using a lawyer then chances are he doesn't have a company here. Was it in his gf's name or something.
Very little details you give here in order for people to respond in a helpfull way and also you could be charged with deformation if you are not carefull. Thai Criminal Code: 306/304 because you have made this "public" so with "third parties" involved now you better be careful if you yourself lives here in Thailand.
I am not by ANY means defending scammers if this is all true however just pointing out some realities here in LOS.
yes but he will have a receipt from sending money from wherever he is to thailand.
And on any transaction don't you have to fill out the reason why you are sending funds abroad to someones account.
That with some emails should be enough proof shouldn't it ? or am i wrong and he has big problem ?

Got there around 8am, and having ignored BB1950's excellent advise regarding what copies to have, had to run across the street to make copies and lose my great place in line. Oh well.
Overall, it was an easy experience. They guide you through the entire process. Though a bit like being herded by cattle. No biggie.
The DL was a breeze. Had to do an eye color test, then a brake reaction test, then some test with posts where you have to line them up. I suggest for the slower among us, practice going from the gas to the brakes real fast. Several people failed that today. Nobody failed the other test.
I took the "written" test and lucked out. Passed my first try. Some questions are a bit tricky. You can study for an hour before you take the test.
I had to come back after lunch for the scooter test. I failed the part where you drive over the narrow, elevated section. But wifey smooth talked the guy into letting me pass as I only ran off the very final part of it. I had to rent a scooter from across the street as we went there in the car.
Overall, very friendly people and a relatively easy process. Though it did take all day.
But hey, I'm LEGAL!!!!!!!!!!!!!

valid advise has been given to you already.
Fly out.
Take both, old and new, passport to airport and you will pay there your overstay.
At the same time they will transfer stamp from old passport to new passport and you are allowed to leave.

Thai's own land, but the Thai person is related to a foreigner (spouse, brother-in-law, etc.), so we think they got the money for the land from the foreigner, and therefore we want to take it away from the Thai person that owns it because it really means the foreigner owns it.
This would get laughed out of court by any reasonable judge...
(Now the nominee shareholders of "Thai" companies... - that might be a different matter entirely as that may actually be provable in court... However, if they start going down that road, there are lots of rocks to be turned over, starting with DTAC, Tesco, Toyota, Nissan, Western Digital, etc. etc. It would rather go against the attempt to get companies to continue to invest in Thailand after the flooding...)

BANGKOK, 11 March 2012 (NNT) – The impact of continued haze crisis in Thailand's northern region is posing more effects on the health of residents there.
Locals in northern Mae Hong Son are feeling more impact from the haze crisis in the country's North, which has continued unresolved for many weeks now.
Haze-hit residents said that, at the height of the haze, blocked respiratory system, sore throats and dizziness are common symptoms they have felt. However, they admitted that face masks do help ease such effects.
On Saturday, the air quality test in Mae Hong Son indicated the average amount of small dust particles was at 210.3 micrograms per cubic meter, considerably higher than the 120 micrograms-per-cubic-meter safety level.

Certainly, I don't know anyone, including members here, who have done it, nor I doubt would even consider it.
What returns are these people thinking they'll get ? In what time period: 6 months, 1 year ?
There are many people doing this in Pattaya.
I suspect that many units in most new developments are sold (initially) to people who have not the slightest intention of ever living in them or renting them out.
They hope to buy at a discount to list price and resell later, often before the building is even finished. Sometimes it pays off. Sometimes it doesn't.
On top of that you have the people who buy "fire sale" resale properties in order to put them straight back on the market at a higher price, possibly after a little "renovation" (aka painting) that is usually done on the cheap.
Some property owners here (or their inheritors) might be surprised to learn exactly what happens when they put property on the market at a "quick sale" price with some agents.

if I had the money and the will I'd stay in Beyoglu in Istambul overlooking the bosphorus and adopt a rumpled suit and a perpetual cigarette and a little moustache and discuss east-west literature with Nobel laureate Orhan Pamuk...
otherwise HCMC or Hanoi might be acceptable on permanent basis...the food is better in Istambul...
'hey! ain't yew tutsiwarrior from Thailand?'...'yeah, that's me and what's it to ye?...'

Um no, that is not my experience. I have never seen this in Europe, and I suspect that any hotel offering rooms exclusively to its nationals would be frowned upon. And of course, locals != nationals. While it's okay to provide benefits to the local community who has to bear the consequences of tourism, discrimination on account of ethnicity or nationality is certainly not the same.
