That's actually how they do it in Norway. You apply for funding through the government. Its actually a free loan. But if you graduate, parts of the loan will become a scholarship or stipend :)

I park at Suvarnabhumi Airport quite often. Sometimes a few days at a time. The fee is 250 baht per day. If I parked like 5 days, they will try to give me tickets/receipts for say 2 or 3 days (each have a value of 250 baht incl.tax). I always count, and ask for the missing tickets. Sometimes I have to ask twice to get the correct amount. This stupid system encourages corruption!

The last time I parked, I saw the mafia at the 5th floor. The block certain spots, naming them VIP spots. They have a system with a 2nd parking ticket, with an unannounced price.

I was just helping you checking the facts whether food stalls were subject to VAT or not. I was not arguing anything else.

Certain activities are exempted from VAT. Those activities are :

2.1 Small entrepreneur whose annual turnover is less than 1.8 million baht;

I can speak from a general point of view, and my experience with different government agencies in Thailand.  I guess a "gift" was expected, but not delivered. Meaning does who actually presented gifts were to go first in line. Or maybe they just didn't like you? :)
