Seems like you are doing "just" enough to justify in your own mind that you have attempted to find the dog's owner. If the dog looks like it it might have been groomed in the past you might talk to the local dog grooming shops and pet supplied also the local vets.

Putting up some pictures and a few words in Thai on nearby lamp-posts along the Baht Bus route and near schools - would be better to reunite the lost dog with it's true owner - and maybe cheer up a most upset Thai child.

They are very different, dogs respond and relate to humans in a way that no other animal does.

Dogs have been companion animals for humans for maybe 20-30 thousands of years, other animals have been farmed as food for about 15 thousand years.

There is much documented scientific research that shows dogs watching human faces and responding to human expressions and language, there is a dog in German that understands a vocabulary of some 300 words and images, more than any dolphin or chimpanzee.

We were in CM for a 5.5 quake a few years ago, it occurred while we were in the cinema my friend asked "...do you think that is a plane landing?" my cool response, "Not it's an earthquake, schhhh watch the movie!"

This is just the sort of news story that would really benefit from someone providing a map with the active areas clearly marked.

1,200 Baht per tire is too cheap for the real thing.  Might be a "Goodeyear" from a Chinese fake factory etc.

If the original fitter did not balance the tires I would ask if they fitted them correctly anyway, doing tires is a low-job so probably the trainee of the shop you visited did the work. I would wonder if they cleaned the wheels and sanded round the bead sealing point as well. Where the rubber and alloy/steel wheel meet. If the tires had not be changed for 10 years there will be corrosion to consider from weather and dog piss etc.

Considering Thai roads and the speed at which people drive, the tires are the only things transferring breaking power to help you stop, not worth skimping on the cost of safety in my opinion.
