Khun Orang37, I've heard this through the grapevine, so I don't have any "hard evidence," but the clause is fairly common in legal documents worldwide that are translated into different languages. I don't expect things to be any different in Thailand, especially when English documents come with spelling and grammar mistakes and ambiguous wording.

I believe there's a law in Thailand stating that if there is a discrepancy between the original Thai version of a document and the English version, the original Thai version will prevail.

My 90-day report was due April 15, my retirement renewal date was June 4. I mailed my 90-day report to Immigration on April 4. They mailed me back my 90-day report slip for July 3 (one month after my visa expiry). So my visa expiry date didn't change anything,.. I still got renewed 90 days.

It's true; I've only tried Bangkok and Siam Commercial.  At those, I've not been refused.

But did you offer your passport?  I've always had to have it inside a bank to make an exchange - or at a dedicated exchange counter; they've photocopied it and I've had to sign it.

Plus, mine are U.S. cards.

At first the teller, unsure what to do,  asked me if I had my passport. I didn't have it on me, so I gave her my driver's licence. But in the end, I don't feel it was a passport issue. Two higher-ups indicated that they don't do these type of transactions, and that I had to use their ATM. I'll try  at my Bangkok Bank some day, and I'll let you know what happens!
