I'm a tad confused. Please explain what you are trying to do. You appear to have the text in an Open Office document, so why not edit it there and then recreate the pdf from that source?

PS In Adobe Reader X you can highlight an image Ctrl+C and send it to the clipboard. Its resolution will be determined by the pdf settings of course.

Maybe something like Nitro might work?
You'd need Acrobat pro otherwise. By the by, you mention locked, but you can copy. Do you mean you can copy the file? Is there a security setting? Usually security is designed to stop people extracting, to use the correct term, data from a pdf.
