Not sure who covers licensing in South East Asia, but I think it may be APRA.  Here is a link.  For a massage/fitness place the fee is AU$126 per year (approx 4k baht) to play background music.

Do you really need to uproot him at this late stage in his education?  Is it not possible for him to spend a year with a relative so he has a seamless end to his schooling?
He will already be in the middle or at least started coursework, if you move him now the schools are likely to put him back a year so that he gets to grips with the curriculum they use - plus as you state most international schools offer IB and not A levels.
If coming to Thailand is a must then I'd seriously look at an online school such as Oxford learning or the Cambridge online.  Then your son can follow an online course for the final year and sit his A levels at an accredited centre in Thailand.

As for uni, what does your son want?  He is eligible for UK universities without the heavy overseas fees so wouldn't he want to go to uni there (or Europe?).  Thai universities do not have a high reputation which will matter when he enters the job market so you should think seriously about it if he has the option of a UK or European uni.

If you are looking for the "best" thing for a 2/12 year old then ALL research points to being at home with a primary carer (doesn't have to be mum or Dad can be aunt/granparent/nanny).
If you are also looking for "cheap" then paying for a carer to look after your little one each day and offer a variety or book time, table time, art, music, outings etc will be far cheaper than a 9kUSD per year "school".
You could enrol your child in a playgroup a couple of times per week that the carer takes them to.  This will give them the socialisation of mixing with peers without the traumatic upheaval of leaving their mum/dad/carer.
You could also double up with a friends child and your kids share one carer for a few hours each day.  This will lower the cost and add another dimension for your child.

Children do not form social bonds until on average 3years 4 months upwards.  Some DO want to create friends at age 3 but most kids reach 3 and a half before this happens.  At 2 1/2 your child will just play alongside others without actually forming a bond and interacting with the other children.

@ Crossy - yes get a letter from the parents and include copies of the parents passport/ID and a phone number.  My kids are blonde blue eyed roses too and I still get asked - and I am their mother but do not share their surname.
It is not just a "Thai" thing, any child travelling with people that are not their parents/legal guardians MAY be subject to questions on who they are with and whether they have permission.  Its a child trafficking prevention measure - nothing to do with being Thai.
