Near the elephant village [soi Nernplubwan] we had no power from 10.30 till around 3.30-4 am.
I managed to doze for a bit but the storm was the worst I'd known in 17 years here.
Strangely ,talking to my Thai neighbour [female], she said she knew nothing about it and slept soundly until 8 am
No damabe thankfully.

Possibly the meter you are not being charged for belongs to someone else.
