Yes charity as a fob for PR/Advertising, but I have never seen a compensation cheque for a dead daughter given in such a shamelessly self promoting way
The govt. needs to send a clear message to the reds: next time we call on you these lottery style payouts are whet you can expect if you're hurt or worse. Sadly it's going to work.

...and there's a chance that faced with long stretches in jail the red shirt leaders will crack under pressure; releasing details of funding, orders given to them, black shirts, etc etc during the 'shindig' of 2010. All or nothing for T.
