Extention Of Stay Based On Marriage + Money Rules?

I was reading on another forum that Immigration Personnel in the Korat Office are telling applicants and renewal people that the 40,000 Baht monthly pension or salary are no longer acceptable. The extension requires 400,000 Baht in a Thai Bank account.
Could someone confirm if there is a change in the rules, and is it only in certain offices.
