Part of the Visa application pack has a form for Self Certification.
"I ______________________________ hereby confirm that I have sufficient
(name of applicant)
funds to meet all reasonable expenses during my stay in Thailand including,
if necessary, the cost of repatriation to the country of which I am a citizen. "
As far as I am aware, money in the bank applies to Extensions of Stay.
There is also a form for Cash, Postal Order, Cheque, Credit / Debit Card payments
