I just wanted to report back on excellent service from ESRI (address as above) - the backlight on my Garmin iQue wasn't working because I'd broken the internal cables whilst changing the battery. They repaired the unit for free in 40 mins - I hadn't even bought the unit from them (although I had bought the Thailand map a while back - maybe they had my name on file).
Anyway, it's good to be able to report great service!

I am in the same situation, having applied in 2006.
I just had an update from my father in law, who is well connected, having worked for the current speaker of the house, and he also knows a number of people inside the immigration dept. at high levels.
His advice is to wait for a change of government, so that there will be a change of Interior Minister, where this current deadlock all stems from. (and more specifically, secretary to the Int. Minister, Saksiam Chidchop - brother of Naywin)

if this service has dedicated rather than contested bandwidth, as a traditional internet broadband channel would, then it could be more like a "broadcast" channel - ie the quality could be quite good. (and competition to True etc.)
Particularly if they use a modern codec such as Mpeg4 - it could even carry HD.
No mention of channels to be carried, but lets hope there'd be a good collection of international ones - particularly the ones that True refuse to carry - Al Jazeera English, Australia Network, Sky News, BBC Entertainment etc.
