I have never sold a car in Thailand so I have a couple questions concerning sale of car.

Can registration change to new owner take place in province that is not same as where vehicle is registered?

Other than transfer fee is 7% VAT due on sale price? If so who normally pays and is it 7%?

I have been banned from a game server I play because they said I was "running a scanner with the VTable hook".

I have tried Google but after some reading am still no closer to understanding what they are talking about.

Can anyone tell me how to locate and remove what they are talking about?
