There is a cobbler who has a small shop on the corner of Pattaya Tai and second road who makes shoes to measure. Not sure of price.

I can report it started in Soi 6 at the Soi 6 Corner bar yesterday 11th. Most of the girls in Soi 6 had their Songkran shirts on ready for action. If you want to stay dry stay at home. There is no other gaurantee.
