I think the writer was illustrating a point using a simile.
Simile: .... figure of speech in which two fundamentally unlike things are explicitly compared, usually in a phrase introduced by like or as.

You can gauge the rate of inflation here quite simply - and no, it is not a joke.
All of you long term ex pats - just take a look at one single food item - A can of Tuna in oil!
When I first came here in 2004, a can of Tuna was 8 Baht, the same can of Tuna today is 34 Baht, more than 300% increase in 8 years!
You don't need to be a mathematician to work that one out, more than 30% inflation per year.

Now go to ASDA or Tesco and do the same. Actually tuna is a bad example, part of the increase is due to rapidly depleting stocks.
A better indicator would be a can of baked beans. Even better, try cat biscuits ( a stable customer base and no limit on raw materials).
The AYAM brand baked beans (the only brand I have seen locally) are imported from Malaysia. I tried the cat biscuits, but they were too fishy. Dog kibble is tastier, but I get an overwhelming desire to lick my scrotum.

What staff shortage?
There must be hundreds of people already employed by the Immigration Bureau nationwide, just to put foreigners through that most ridiculous and antiquated charade the '90 Day Report'. Every foreigner, every 90 days, (except the really bad b**gers who the system? was implemented to trap) consuming paperwork, Immigration Bureau staff and time, plus the time of the multi-thousand aliens in the country, fuel to travel to make the report (up-country where postal reporting is not accepted) and then, space to 'file' all those reports?
Abolish this exercise in futility and stupidity and re-deploy the staff to work the booths at the airport.
Is this sensible departmental management? But instead of management, 'empire building' by recruiting more and more staff seems to be the preferred style for Heads of most Thai Government Departments. Inefficiency must be maintained!

Thanks Tafia.
A bit more patience and searching - found it! Logical really, listed under 'What Happens When You Retire'.
