Re-Entry Permit When Departing Suvanabumhi/Bkk

My local office is Udon. I have a Non-B & WP. I have had to arrange a last minute flight from Suvanaphumi - I'm supposed to fly out next week. My problem is that I wasn't aware of having to arrange the flight until I arrived in BKK for something else.
The obvious question is how can I get a re-entry permit in BKK?
The SuanPlu Immig. office indicates it only caters to foreigners registered living in BBK, which seems to exclude me.
The previous poster said the office at the airport looked closed.
Any advice please?
(I have re-posted this from the Chiang Mai forum. My mistake - I searched for "re-entry permit" and posted a reply in there, not realising it wasn't the main Thai visas forum. My apoligises.)

An apology in advance if this subject has been covered fairly recently. I did try searching TV, but for some reason it didn't allow me to search using the word "torrent", so I hope I'm not breaking any rules or get banned?
I'm moving to the Bangna area in BKK soon, and while searching for an apartment to rent, one of the questions I want to ask is about the internet connection.
I would further like to ask here if any of the ISPs block torrent d/loads? I have used TOT & 3BB and they don't bother blocking any torrents.
Is there an ISP I should be aware of which does block them?

Laptops With Usb 3

I apologise in advance if I have missed seeing any recent discussion on this topic.
Are there laptops with USB3 for sale now in Thailand?
The only one I have managed to find on a search is an ASUS N61J
Ideally I would like something an i5 64 bit processor to handle W7 Ultimate which can cope with more than 4Gb RAM.
I have absolutely no idea what the price would be, if such an animal is even available right now?
Or are there other USB3 laptop options does any know?
