Sorry, misread your first post as Feb 2010. If she has been here over 24 months on settlement visas, then yes, she can apply for ILR at any point as long as you have all the necessary stuff they require.

Takes as long as it takes I'm afraid. The first time we applied for FLR we didn't hear for almost 4 months, last time it was just 2 weeks (My Mrs hadn't passed the English requirements due to her college being inflexible). Could come next week, or could take another 6 weeks.
