To answer your question directly:
yes, if your tires are to old you should/must change them.
Rubber has an expire period, after that they are prone to cracking and chipping off chunks.
but if you dont go high speed (under 50km) you should be ok if you maintain it well. (depending ofcourse how old the tire is)

Look into the following::
Engine Mounts worn....
Gearbox mount worn....
CV-boots maybe torn and grease is low...
check suspension bushings.....
as for the lpg, check pump... check feed lines, seems like drop in pressure....

Importing turbos,.... i have done alot of that.
but not from Australia.----mind you, their is various authorized sole dealers in thailand for the likes off companys such as, Turbosmart, precision etc.
Its a difficult business to be in, as the market prefers only 3 types of turbos, (Japan, USA and UK). you would have better luck bringing in fuel components and cam shafts etc.
Plus, their is a wideee array of turbos here, ones to suit from the cheap-copy turbos, 2nd hand turbos, brand new original, brand new performance racing types, 2nd hand performance etc.
so you would have to offer something drastically different, to be competitive.
their are plently of sr20, evo engines, subaru engines, mr2 etc with super high off turbos, billet wheels and such. (you would need to bring something wickedly special and at a good price) otherwise they would just buy a cheaper, more known turbo brands and specs.
the only turbo i see that is worth, is the Borgwarner EFR range, which has already has its sole distributor in thailand and is coming out here in the next month or so. but thats not from australia either.
Australia is really good for rotaries... maybe look into supplying australia made custom parts for it. (mazda rx7) -rx3 are rare here.
btw for the free trade agreements, that is related to certain industries. so you need to check if it applies to motor parts/performance parts. if it is, make sure you request certificate of origin. otherwise expect to pay hefty duty.

What i recommend:
Ecu-flash, retune.
K&N air filter.
that should give you around 15-20hp more.
if you want 80+hp,
go for a rotrex supercharger kit,
injectors,
flash,
exhaust,
air intake.
external atf cooler
keep in mind the boost should be between 6-8psi. maximum, otherwise you will run the risk of blowing your engine.
if you have the engine specs, i can give you more of an idea what u can expect and what boost level is approriate for you.
