Seen fights/violence in most every major city in Thailand. One thing in common involved was alcohol.  Funny thing with some legless Thai(s) you slight them in this state they seriously want to harm you.  

In Summary Pattaya isn't any different than anywhere in Thailand.

Pattaya is like most places in Thailand very safe. Course if u go looking for trouble then you can find it - dare say their is missing info to what actually happened. (random rebar attack? I doubt it - most likely a local dispute)

Hope lad recovers - certainly got unlucky written all over him.

There will be bars open but they will be dark, no music, drinking from coffee mugs  and generally subdued. Be honesty it isn't that much fun, but at the end the day it's up to the person.
