As far as the temp setting i agree that many times due to low pressure you will not get water hot enough to scald anyone.  But a little research on your part, if you look up the models you are interested in on-line you may find that they have temp limits that you set using a internal switch or jumper that you put in position 1 or position 2.  This will limit the units heat output assuming you have the pressure to get the water that hot in the first place.  Good Luck.

While I agree that the Thai press does not ask questions like the western press you do understand that most thinking Thai's understand what is going on don't you all?  And a question like that would not be answered and the chances of that reporter ever being in a position to ask a question again would be very limited.  No matter what any party might say about improving media access and limiting censorship it is meaningless.  The censorship here is self imposed and aimed at extending the life of the reporter and the media outlet.

The 206 class was designed to operate in the Baltic, and to be able to avoid detection by magnetic mines.  The design is a 70's vintage dated but with modernization and a climate control upgrade could be used well in the Gulf.  Still I agree that Thailand has much better things to spend their money on.  They won't, the politicians will simply find something else to spend the peoples money on and put a kick back in their own pockets.

No, the point of this whole "scheme" is to profit the people who will provide the tablets, infrastructure, wi-fi access, upgrades and before this is all said and done they will decide that while this scheme failed we owe it to the students to do it right the next time.  and off we will go with another round of spending for no real return for the students only profits and payoffs for those involved in the procurement process.
