These comments would tend to come from two kinds of Thai people.  

1) the moneyed, English-speaking, partially foreign educated Thais who MUST refuse to believe that Thailand is still in the dark ages so that they can justify their position in what they want to believe is a modern, fair, competitive and open society.  They certainly do live in a Thailand completely different form most of the other population.

2) the terribly educated but deeply nationalistic Somchai who probably can't tell you one important recent event about any country outside of Thailand that doesn't involve consumerism.  This Somchai is very deeply proud of most anything Thai and seems to find it very difficult to find anything in the Kingdom to criticize.

This comes as no surprise
IMO Thai people have for a long time lived beyond their means.
For so many Thais as soon as they get their monthly salary at
the beginning of the month they rush of to go shopping or they
go out for meals. Then when the last 7 - 10 days of they either
have no money left for food / water and they spend the last few
days of the month eating mama noodles.
They have no concept of saving and budgets, yet so many have
IPhones and Bloackberry's. Priorities are so out of whack, they
eat and be happy today and they do not think or worry about
tomorrow

Many schools in rural areas lack all essential elements to function such as:

- tables and chairs
- books and shelves
- electricity
- clean drinking water


Yet the Shinawathra government forces them to use tablets which crash when 4GB of storage is exceeded, which need electricity to recharge, which the schools don't have, and which need Internet to communicate, which the whole village doesn't have, not to mention the total lack of adequate software.
Many schools are still suffering from the destruction brought by the flood, nothing is done there.

But of course, providing essential means for schools doesn't make headlines.
