In places like the UK, the fuel carries a huge amount of duty/tax/Vat.. whatever the vendors are told to collect from the motorist that increases the price you pay for a tankful to, say £150, which is an £120 increase from the actual fuel cost of £30 (guesstimate)
In Thailand if you want to drive a car and pay the real price of the actual cost of the tankful of fuel, say £30, you can do that . If however you would like to spend some of your money and drive an imported "Luxury Goods" car and still pay the real cost of fuel you can, but the government still need the tax revenue and unlike the UK they don't collect the £120 tax from you at the gas station. Therefore those that can afford the "Luxury" can also pay the Luxury tax up front when they purchase the car. This way those that can't afford the luxury goods aren't having to pay the £120 at the gas station every time they fill their low cost (non luxury) vehicle.
IMHO, It's a very fair system.

Thai authorities seize 800 dogs destined for Indochina meat trade

NAKHON PHANOM, Jan 12 – Thai naval authorities on Thursday rescued 800 live dogs from an illegal meat trading ring in this northeastern Thai province and a suspect apprehended while transporting the animals to the Lao PDR across the Mekong River.
Dogs shipped across the Mekong are generally destined for sale in Vietnam, where eating dog meat dishes is customary.
Capt Theerakiat Tongaram, chief of the Navy’s Mekong River naval patrol unit in Nakhon Phanom, and other naval personnel early Thursday intercepted a six-wheel truck n Ban Phaeng district which was carrying 40 cages crammed with 800 dogs.
The dogs were to be loaded on a boat to be sent across the river for transhipment to a neigbouring country to a meat trade syndicate on the other side of the Mekong River.
Preecha Uttasee, 37, suspected of smuggling the dogs, was detained for further investigation while other members of the smuggling ring were able to escape arrest.
The navy said the shipment of canines was presumed to be en route for sale in Laos and likely transhipment to Vietnam to satisfy exotic menu cravings for dog meat lovers.
Apart from the 800 dogs, the officers found 100 empty cages on the truck, indicating the high demand in the winter.
The dogs were transferred to the Nakhon Phanom Animal Quarantine Station for care. (MCOT online news)

The domestic market will never be able to to contribute to Thai markets to the extent that means anything. Wages are so low, 20 % of the population owns 60% of the wealth. The greed of the elite and their lack of investments outside of Bangkok, does not speak well for Thailand. Tell me how a person making 10,000 baht a month or less can purchase anything except the basic necessities of life. The vast majority of Thai's fall into to this wage range. Thailand's policies only continue to hurt the majority of Thai's. Without significant wage increases and more viable jobs throughout Thailand (not just Bangkok) the rich will get richer and the corrupt will flourish.
