The term "Black money scam" isn't rascist, its what it actually is, black money in the form of paper died black (by the use of iodine) in the size of us currency which is supposedly only able to be cleaned by a "special liquid" which is what the person is supposed to be paying for. Its such an old scam that i am really surprised that people are still falling for it but I suppose a sucker and his money and all that!! Basically, its all based on the "marks" greed, the more "free money" that the person can wash and make millions of $ from the more they are willing to pay for it. The reference to the 16 counterfeit dollars was probably NOT actual dollars but the balck paper that is referred to as dollars as thats what's supposed to be underneath and, as its cut to the size of the US currency, it is often referred to as USD whereas it should really be referred to as black paper cut in to the size of the us dollar. That would be the reason that no charges are made on it nor the reporting to the us treasury.
