Its not far to Mochit Station (by cab) from th bus station.
From there you can get into town, and to the Airport Link for about 120B.
A cab will cost you 400-500B.
Since you did not identify the hotel, we can only summise its walking distance from the Airport Link.

I think the only way is put the sim in a phone and dial a Code (but this just guessing), maybe you can call the True Helpdesk ?

Another simple solution would be, find the code for the package you want, go to a Phone Shop ask them to borrow a 3G phone (maybe the sim even works in a normal (no 3G phone) ) and punch in the codes and press send.
I usually have them do it for me at the shop since they are munch better at reading the Thai instructions.

A couple of things to be aware of (based on experience) relating foam filters;
a. use correct cleaning materials
b. use the oil as directed (exactly)
c. they are no good on anything with high vacuum (esseciallty turbo engines)
d. the foam WILL decompose - replace when starts to crumble or goes hard
e. ensure it seals properly (or the whole excresise is wasted)
An inbox pod or panel filter will do just as good, and NOT be open to the elements (like water/rain). There is no measurable difference between foam pod to in box panel or pod filter for normal usage (on a small bike)

Surely if the survey is done correctly it will reference a number of other 'known' points to establish each individual marker location (irrespective if it is currently in the correct location or otherwise)? Would it not be illegal to manipulate these official govt entities (it is on most other countries)?
Get the govt to establish it as one of their reference markers (maybe with a little assistance), then they will be the one installing it & not you.
