NO! It is not 'just' static. The tickle is caused by the mains inlet filter. With no ground the casework can float at around half mains voltage, source impedance is high so the current is small and there is little danger (about 1-3mA is common).
The filter needs a ground to function correctly but it doesn't need to be of safety earth standards. A metal water pipe or your balcony railing will be good enough to stop any tickles.
For your safety, you should have an RCD (Safe-T-Cut) installed and ensure that your water heater is actually grounded.
Meanwhile, even true static is perfectly capable of destroying the delicate electronics that lives within your PC.

Why does the government Education Ministry have to pay import duty on ANYTHING it buys?
It is the government, not a independent company.
Or is it that the Import-Export Tax Department insists on it's cut
or they will slow the movement down to a total crawl with paperwork
and 'lost' shipments?
Oh, the cabinet didn't figure their cut into the mix.

I can only contribute some ancillary info to this topic but it's about children being embarrassed by an older parent. So ridiculous and so wrong.
I (67) cannot have more children nor can my lady (35). She has two beautiful girls aged 5 and 7 from a failed marriage to a Thai man who never visits, calls or pays any support. These girls call me Daddy - I love them and I know they love me. I support them. They are the happiest two little girls I know and are always clinging to me, holding my hand and when I have picked them up at school, come running to me with big hugs. I don't think they are one bit embarrassed. Why? Well it's the oldest of reasons - they know I love them dearly and at the end of the day, that's the only thing that matters to children.

Right, because "falang" doesn't mean "foreigner" it means white person. Your Missus hears you saying "who's the white person now," so of course for her its not the same; a "falang" is a "falang" and even in a country different from her own she can never be a "falang" or a "foreigner" for that matter, she is Thai and Thai is Thai no matter where in the world you are (because Thailand is the center of the univers of course); YOU are "falang" and you will always be no matter where you are in the world.

One thing I've always noticed living here for 10 years is that Thai's are very quick to judge and attack farangs that get into heated exchanges with other Thais. Often ganging up on the farang.
I've witnessed it many times and been the victim of it myself. When fights break out between 1 farang and 1 Thai, immediately there are 5-15 other Thais that come out of nowhere to join in on the beating.
Thai's are like angry dogs when fights break out. They don't care who started it or what it's about, they just want to get a punch or kick in and then run away - bunch of friggin' cowards they are!
