Don't know about Pattaya but when I was living in Bangkok I could only find one in Central Chidlom and it was ridiculously expensive. By the time I was done searching and I had made up my mind to have one done by a local carpenter, my kid had already fallen down the stairs! He didn't get hurt, but he got the message and we never had to use a baby gate.

It's a shopping arcade, Greek style, with brand shops and amusement rides (Ferris wheel, carrousel, bungee jump, 3D theater). It's about kilometer 200 on the road to Bangkok, just before the Factory Outlet. Entrance is 50 baht on week-ends and holidays, free the rest of the time. I guess it's worth visiting on a weekday if you happen to drive by, but you shouldn't expect much. Thai people seem to love the place though, on week-ends it's really packed, with people taking pictures of themselves everywhere.

Do you mean Panyanukul school? (ปัญญานุกูล in Thai). Their website is at http://www.pbpschool.ac.th/ and they have a map when you click on the second tab in the top menu.
I visited the place once and met very nice people there.
