It could have been kids messing around...  

 

Using deadly measures is an extremely unbalanced response to someone who was hungry and looking for food... 

 

... Yes, the guy was trespassing and was in the wrong, but this is manslaughter...  connecting up a fence to the mains power supply is a deliberate act to severely injure and / or kill. 

 

My opinion would be different if the fence was wired correctly to deter but not kill.

yes, but as Tracker 1 said, electric fences are meant to deter folk, not kill them.  This is not the USA!

Also, think of the kids.

A cattle fence is 4000volts, but it hurts - a lot - but it doesn't kill trespassers.

Yes, in the USA, we are all free to kill anyone we want without repercussions. Yay.
