BANGKOK: -- Only five out of a total of 500 people who claimed to have obtained PhDs and have registered as low-income earners are eligible to receive welfare fund from the state, said Krisda Chinavicharana, director-general of Fiscal Policy Office, on Wednesday (Sept 13).

Most of these PhD graduates did not finish their high education as claimed and, therefore, were disqualified with only five of them are eligible to receive the financial aid for low-income earners, he said.

Mr Krisda said the five PhD graduates are unemployed and/or facing lawsuits for their failure to repay the state for their educational loans.

I see lots of Thais claiming to have PhDs but few of these can even count properly. No wonder such a few percentage actually qualify.
