How does this help anything?

Sure, it presents them with a PR opportunity.

Mind you, it does seem worrying the photo of the tourist police above is credited to an organisation called TravelScams.org

Perhaps they could fill a void by doubling as life guards?

I am sure I read on TV recently that Tourist Police had to meet specific criteria, one of them being they had to be under 45 years of age.

Unless this is a photo from the archives, it appears two out of the three don't meet that criteria.

He'll probably turn up arrest the coconut smugglers:

BANGKOK, 24 October 2018 (NNT) – The government plans to put coconuts on the state price control list in a move to end the domestic coconut price slump.
The move is also expected to help curb coconut smuggling. Violators are subject to five years in jail, a fine of up to 100,000 baht, or both.

Lifeguards in disguise!

The rotund condition of some RTP members would have well intentioned tourists trying to have them swim back out to sea.
